Nevada Hospital Association 2/8 report states: Hospitalizations improved over the weekend. Case counts are below last week's peak. All trajectories are in decline. Hospital capacity are within capable occupancy rates. PPE, supplies, and equipment are in good conditions. Majority of hospitalized CV19+ are in the 50+ age groups.
Protect our vulnerable and continue to practice good hygiene habits, including wearing a mask to prevent asymptomatic spread as mandated by Governor Sisolak (onus is on businesses, which we want to keep open, but Metro will not enforce it; OSHA is responsible for mask enforcement by fining the business). Doctors are doing convalescent plasma therapy treatments and are seeking plasma donors to help those in need. One plasma donation can help five patients. Blood donors can get the antibodies testing done for free through Vitalant.
54 therapeutics are still underway to treat COVID-19 worldwide. US FDA emergency use authorized treatments are: Remdesivir, Dexamethaaone, Regeneron's antibody cocktail (REGEN-COV2), and Eli Lilly's antibody treatment: baricitinib - a combination of Veklury and the JAK inhibitor Olumiant.
Nevada is approved for the 24-hour test procedure. FDA approved a 30-minute and a 5-minute testing procedures. UNLV provides the main walk-in COVID-19 testing services. The first at-home testing kit was FDA approved on 5/15/2020.
If you live within a 1-mile range of the Wal-Mart on Craig Rd, you qualify for a drone-delivered test kit to your front or back door. This is while supplies last, if anyone has info that they stopped providing this, let me know.

The first vaccine was tested 3/16/2020. More than 160 vaccine prototypes are being tested. Clinical trials of the vaccine were administered. Phase 1 & 2 of trial vaccines completed with positive antibody results. Phase 3 clinical trials started with 30k volunteers; test size of 3k vaccine trials in the UK have completed. Africa started their vaccine trials on 06/24/2020.
Of the 100+ vaccines submitted, 22 have made the cut to go through testing and final FDA approval phases (5/15/2020 briefing). US government has been working with four vaccine manufacturers who have completed final phases of vaccine trials, all prepared for massive vaccine output.

UMC's vaccine mega center will be at Encore, near the parking lot of their convention center area. They are prepared to distribute hundred per day according to the state guidelines. Appointment is required.
North Las Vegas residents 70 and older can visit VaxNLV.com to fill out a simple intake form to enroll for vaccinations. Enrollment for these seniors will be open until Friday evening. Immediately after, the City will begin pre-enrollment for the general public. Seniors ages 70 or older who would like a vaccine may also call (702) 342-8417 for additional assistance, though wait times may be significantly longer than using the online, mobile-friendly platform.

A series of trips to Las Vegas by September 11 hijackers became the object of the largest investigation in the city. The reason behind these trips remains a mystery.

On September 11 of 2001, 19 men hijacked four planes and crashed them into the World Trade Center, the Pentagon and into an open field in Shanksville PA. These men were al-Qaeda terrorists doing the deeds in the name of a holy war against the West and not much about the attack remains a mystery unless you subscribe to the inside job theory, which isn't my case. What authorities haven't been able to explain is the hijackers' several trips to Las Vegas despite what has been dubbed to be the broadest investigation in city. All these trips happened within a few months before the attacks, but the men behind them left very little evidence of their activities in the area.
TIMELINE
May 24 - Marwan Al-Shehhi, the pilot who crashed the United Airlines Flight 175 into the South Towers of the WTC, arrived to Las Vegas from San Francisco and rented a room at Travelodge as a walk in customer. Once there, he called eight other motels.
May 25 - Al-Shehhi walked in the St. Luis Manor, a hotel that wasn't on the call list. At 12:52 pm, he rented a different car, but didn't return the first car until 3:58pm. The unaccounted mileage in both vehicles summed up to 29 miles. FBI believes that these unusual patterns were a conscious attempt to avoid detection.
May 27 - Al-Shehhi made it to New York.
June 7 - Ziad Jarrah, pilot of the United Airlines 93 that crashed in Shanskville while on its way to the Capitol Building, arrived to Las Vegas and rented a car at 3:13 pm. He was accompanied by an unidentified man described as "middle eastern looking". When Jarrah asked for directions to Circus Circus Hotel and Casino, the a rent-a-car employee tried to give him an answer but was interrupted by the unidentified man who suggested another route. The man's knowledge of the address suggests that he was familiar with the area or that he had been in Las Vegas before.
June 10 - Jarrah took a flight to the Baltimore Washington International Airport leaving his rented car with a mileage exceeding 200 miles and no trace of his Las Vegas whereabouts .
June 28 - Mohamed Atta, pilot of American Airlines Flight 11 that crashed into the North Tower of WTC and leader of the hijackers, arrived to Las Vegas at 2:41 pm and rented a car at 4:25 pm. At 6:40 pm Atta established an account at Cyberzone internet café and used the computer for one hour and thirty five minutes.
June 29 - Atta checked into Econo Lodge Motel at 1:01 pm. He logged in at Cyberzone again at 2:21 and 6:21 pm. Once done, the FBI believes he went back to his hotel.
June 30 - Atta accessed his Cyberzone accounts at 1:56 pm, 6:30 pm and 9:33 pm. The mileage analysis indicated that he returned to his hotel afterwards. This day as well as the day before, Atta had placed several call to Al-Shehhi as well as to two different number in Houston, TX. One number was unassigned and the other one belonged to a mobile salesman.
July 1 - Atta returned his rented vehicle at the airport at 5:12 am and took a flight to New York that connected in Denver. The vehicle had 73 unaccounted miles of usage which the FBI believes would cover a round trip to the Hoover Dam.
July 31 - Waleed al-Shehri, hijacker of the Flight 11, took a flight from San Francisco to Las Vegas where he stayed for 45 minutes while waiting for another flight to Miami. It is unclear to me whether this was a tactical flight - the hijackers were believed to take flights to study their trajectory as well as entrance to the cockpit-, or just a connection.
August 13 - Hani Hanjour and Nawaf al-Hazmi, pilot and hijackers of the American Airlines Flight 77 that crashed into the Pentagon arrived to Las Vegas at 11:18 am. At 11:58 am, Atta arrived to Las Vegas to and rented a vehicle at 1:46 pm. The FBI assumed that the three men met, but no activity from Hanjour and al-Hazim was recorded from that trip. Atta accessed a room at the Econo Lodge at 2:55 pm and connected at the Cyberzone at 11:26 pm, getting back to his room at 12:46 am.
August 14 - Atta returned his rented car at 11:09 am leaving no unaccounted mileage and took a flight outside Las Vegas. Hanjour and al-Hazmi boarded a flight at 11:29 am.
THEORIES
A) Al-Qaeda was looking to target Las Vegas area
As noted in Atta's first trip, the unaccounted mileage added up to a round trip to the dam from his hotel. However, Atta's vehicle was not among the recorded license plates in the parking garage of the dam. If the hijackers had connections in Las Vegas area, which seems to be the case with Jarrah, Atta might have traveled to Boulder City or any other town close to the lake and gotten to the dam with someone else in a different vehicle. It should also be noted that both Atta and al-Shehhi stayed in hotels close to the Stratosphere, a hotel and casino located in the highest building of the city. Being known as the Sin City, Las Vegas could have been a attractive target for jihadists looking to rebel against what they perceived to be the westernization of their home countries and culture.
B) Hijackers were exchanging information with other Al-Qaeda members
The FBI emphasized the short duration on hijacker's trip to Las Vegas saying that it was just long enough to exchange information. Authorities believe that Atta was not only looking at flight on the East coast but he also kept in communication with Ramzi bin al-Shibh, a potential 20th hijacker who had been denied entry to the United States and acted as an intermediary between Al-Qaeda and the other hijackers. Jarrah's mystery companion and the complete lack of evidence of his whereabouts point to possible terrorist acquaintances residing or staying in Las Vegas that are yet to be identified. The FBI summary mentions two persons of interest: Lotfi Raissi and Zakaria Hassan Ibrahim.
Raissi started attending the Sawyer School of Aviation in 1998 one month after Hanjour quit. Two days after Jarrah left Las Vegas, Raissi arrived to the city with his wife and stayed there until June 18. His stay didn't overlap with that of the hijackers and he claims he went to Las Vegas to celebrate his honeymoon. On September 21, Raissi was arrested near Colnbrook, UK, where he had been living at the time of the attacks. Prosecutor Arvinder Sambei claimed that the FBI had footage of him celebrating an event with Hanjour and that his flight logs from March 2000 to June 2001 were missing. It has also been claimed that Raissi was training five of the hijackers. No such proof was presented to the courts and the man in the footage turned out to be his cousin and not Hanjour, as it had been previously claimed.
Hassan Ibrahim had previously been convicted for trafficking in fraudulent passports and visas. He was the person to provide Mir Aimal Kansi, CIA headquarters shooter , and Mohammed A. Salameh, perpetrator of the 1993 WTC bombing, with fake documents. He was reported to have spent most of July in Las Vegas. Unfortunately, not much information about this individual is accessible so I could not verify if any connection between him and the hijackers was formally established.
C) Hijackers went to Las Vegas as a final pleasure stop before committing suicide
This theory was briefly mentioned by Evan Thomas, journalist, and quoted by criminologist Adam Lankford in his psychological autopsy of Mohamed Atta. According to the author, Atta and the other hijackers - Hanjour and al-Hazmi - might have visited Las Vegas because maybe " they wished to be fortified for their mission by visiting a shrine to American decadence".
While not much is known about Hanjour and al-Hazmi, Atta has been alluded to by the people who knew him as a sexually repressed man who experienced extreme discomfort around women and the mildest hint of sexuality. When years of repression build up an uncontrollable sexual urge, the individual might end up participating is risky sexual activities. Nevertheless, the circumstances of the trip make sex and gambling very unlikely motives. Their stays were short, happened across different months and there was no evidence of them visiting casinos or any similar venues. Strippers supposedly identified al-Shehhi as one of their patrons, but evidence was not conclusive. Furthermore, there is no reason to believe that a quick visit to the strip club was anything more than a fun opportunity while pursuing a bigger goal.
I personally believe that the hijackers visited Las Vegas to coordinate the attacks with other members from Al-Qaeda who flew under the radar (no pun intended).

This acquisition provided NYX with one of the best poker products in the industry, access to several regulated jurisdictions, and a valuable talent pool that was instrumental in the growth of NYX. The addition of OnGame further established a path for NYX to continue its growth in both European and U.S. markets.
These acquisitions, together with meaningful organic growth, increased NYX’s revenue from $24 million in 2014 to $184 million annualized in 2017. Additionally, Mr. Chhabra played a key role in structuring William Hill’s successful joint venture with PlayTech Plc (LSE: PTEC) in 2008. The combined entity created one of the largest online gambling businesses in Europe at the time of its formation and led to William Hill’s buyout of Playtech’s interest for $637 million in 2013. Prior to the transaction, William Hill had struggled in its attempt to establish a strong online gaming platform and a meaningful presence outside the United Kingdom.
Mr. Chhabra has also successfully completed four transactions worth over $1.2 billion in Australia, the world’s second largest regulated online gambling market, and various partnerships in Asia. Additionally, he completed several technology and media related transactions, including William Hill’s investment in NYX, where he worked with Mr. Davey on NYX’s transformational acquisition of OpenBet.
Prior to working in the gaming sector, Mr. Chhabra was an equities analyst and a management consultant. Mr. Chhabra received a Bachelor of Science in Economics from the London School of Economics and Political Science.
Eric Matejevich — Chief Financial Officer
Mr. Matejevich is a seasoned gaming executive with extensive experience in both the online gaming and traditional casino industries. From February to August 2019, he served as Trustee and Interim-Chief Executive Officer of Ocean Casino Resort (“Ocean”) (formerly Revel Casino, which had a construction cost of $2.4 billion) in Atlantic City, where he successfully led the management team through an ownership change and operational turnaround effort. Over the course of seven months, Mr. Matejevich managed to reduce the property’s weekly cash burn of $1.5 million to an annualized cash flow run rate in excess of $20 million.
Prior to Ocean, from 2016 to 2018, Mr. Matejevich served as the Chief Financial Officer of NYX. At NYX, he focused his efforts on integrating the company’s many acquisitions and multiple debt refinancings to simplify its capital structure and provided liquidity for growth initiatives. Additionally, Mr. Matejevich was instrumental to the executive team that sold NYX to Scientific Games for $631 million.
Prior to NYX, from 2004 to 2014, Mr. Matejevich was the Chief Financial Officer of Resorts International Holdings and later, from 2011, also the Chief Operating Officer of the Atlantic Club Casino, a property under the Resorts International Holdings umbrella — a Colony Capital (NYSE: CLNY) entity. As Chief Financial Officer, he provided managerial oversight for all finance functions for a six-property casino company with annual gaming revenue exceeding $1.3 billion, 10,000 gaming positions, 7,000 hotel rooms and over 11,000 staff members during his tenure. Mr. Matejevich led the transition effort to integrate a four-casino, $1.3 billion acquisition from Harrah’s Entertainment and Caesars Entertainment (Nasdaq: CZR). As Chief Operating Officer of Atlantic Club, he lobbied for and was successful in obtaining the first internet gaming legislation passed in the United States. The Atlantic Club was the sole New Jersey casino proponent of the legislation.
Prior to serving in various gaming positions, Mr. Matejevich was a Vice President of High Yield Research for Merrill Lynch, where he managed the corporate bond research effort for the gaming and leisure sectors and marketed high yield and other debt transactions totaling $4.8 billion. Mr. Matejevich received a Bachelor of Science in Economics from The Wharton School and a Bachelor of Arts in International Relations from The College of Arts and Sciences at the University of Pennsylvania.

Morris Bailey — Chairman
Over the past 10 years, Mr. Bailey has been a leader in turning around Atlantic City, as well as being among the first gaming executives to embrace online gaming and sports betting in the United States. In his efforts, Mr. Bailey partnered with two of the largest digital gaming companies in the world, PokerStars, part of the Stars Group, and DraftKings (Nasdaq: DKNG). In 2010, Mr. Bailey bought Resorts Atlantic City (“Resorts”) and initiated a comprehensive renovation which allowed for the property to be rebranded and repositioned. In 2012, Mr. Bailey signed an agreement with Mohegan Sun to manage the day-to-day operations of the casino. In addition to Mohegan Sun’s operational expertise and ability to reduce costs via economies of scale, Resorts gained access to their robust customer database. Soon thereafter, Mr. Bailey and his team focused on bringing online gaming to the property. In 2015, Resorts established a platform to engage in online gaming by partnering with PokerStars, now part of the $24 billion Flutter Entertainment, PLC (LSE: FLTR), to operate an online poker room in Atlantic City. In 2018, Resorts announced deals with DraftKings and SBTech to open a sportsbook on-property and online. For 2020 year-to-date, Resorts has performed in the top quartile in internet gross gaming revenue in New Jersey. Mr. Bailey’s efforts in New Jersey helped set the framework for expansion of online sports and gaming throughout the United States.
In addition to his gaming interests, Mr. Bailey has over 50 years of experience in all facets of real estate development, asset M&A, capital markets and operations and is the founder, Chief Executive Officer and Principal of JEMB Realty, a leading real estate development, investment and management organization. Mr. Bailey has notable investment experience within the energy, finance and telecommunications sectors through investments in the Astoria Energy Plant, Basis Investment Group and Xentris Wireless.
Tony Rodio — Director Nominee
Mr. Rodio has nearly four decades of experience in the gaming industry. Most recently, Mr. Rodio served as the Chief Executive Officer and director of Caesars Entertainment Corporation (“Caesars”) (Nasdaq: CZR), one of the world’s most diversified casino-entertainment providers and the most geographically diverse U.S. casino-entertainment company, from April 2019 until its acquisition by Eldorado Resorts, Inc. in July 2020. Mr. Rodio led Caesars through its $17.3 billion merger with Eldorado Resorts, one of the largest transactions in the gaming industry to date. Additionally, Mr. Rodio was instrumental to Caesars’ expansion into the digital gaming industry and oversaw the implementation of new digital segments such as its Scientific Games powered retail sportsbook solution that now operates in various states throughout the U.S. From October 2018 to May 2019, Mr. Rodio served as Chief Executive Officer of Affinity Gaming. Prior to Affinity Gaming, he served as President, Chief Executive Officer and a director of Tropicana Entertainment, Inc. (“Tropicana”) for over seven years, where he was responsible for the operation of eight casino properties in seven different jurisdictions. During his time at Tropicana, Mr. Rodio oversaw a period of unprecedented growth at the company, improving overall financial results with net revenue that increased more than 50% driven by both operational improvements and expansion across regional markets. Mr. Rodio led major capital projects, including the complete renovation of Tropicana Atlantic City and Tropicana’s move to land-based operations in Evansville, Indiana. Each of these initiatives, among others, generated substantial value for Tropicana. Ultimately, Mr. Rodio’s efforts at Tropicana led to its sale to Eldorado Resorts in 2018 for $1.85 billion. Prior to Tropicana, Mr. Rodio held a succession of executive positions in Atlantic City for casino brands, including Trump Marina Hotel Casino, Harrah’s Entertainment (predecessor to Caesars), the Atlantic City Hilton Casino Resort and Penn National Gaming. He has also served as a director of several professional and charitable organizations, including Atlantic City Alliance, United Way of Atlantic County, the Casino Associations of New Jersey and Indiana, AtlantiCare Charitable Foundation and the Lloyd D. Levenson Institute of Gaming Hospitality & Tourism. Marlon Goldstein — Director Nominee
Mr. Goldstein is a licensed attorney with nearly 20 years of experience in the gaming space. He joined The Stars Group (Nasdaq: TSG)(TSX: TSGI) in January 2014 as its Executive Vice-President, Chief Legal Officer and Secretary until his retirement from the company in July 2020 following the merger of TSG with Flutter Entertainment, PLC (LSE: FLTR). Mr. Goldstein also previously served as the Executive Vice-President, Corporate Development and General Counsel of TSG. Mr. Goldstein was also the senior TSG executive based in the United States and was one of the primary architects of TSG’s strategic vision for its U.S.-facing business. During his tenure, TSG grew from an approximately $500 million market-cap company to an approximately $7 billion market-cap company through a combination of organic growth and strategic mergers and acquisitions. Sean Ryan — Director Nominee
Mr. Ryan is a digital media and technology operator with extensive global experience in online payments, e-commerce, marketplaces, mobile ad networks, digital games, enterprise collaboration platforms, blockchain, real money gaming and online music. Since 2014, Mr. Ryan has been serving as Vice President of Business Platform Partnerships at Facebook, Inc. (“Facebook”) (Nasdaq: FB), where he leads a more than 500 person global organization that manages the Payments, Commerce, Novi/Blockhain, Workplace and Audience Network businesses. Prior to his current role, Mr. Ryan was hired in 2011 as the Director of Games Partnerships to lead and grow the global Games business at Facebook. Mr. Roche has more than 40 years of experience in the gaming industry as a regulator, advisor and independent auditor. Mr. Roche joined Ernst & Young (“EY”) as a partner in 2003 and opened its Las Vegas office. He was subsequently appointed as the Office Managing Partner and Global Gaming Industry Market Leader. In 2016, Mr. Roche relocated to the EY Hong Kong office to supervise the expansion of the EY Global Gaming Industry practice in the Asia Pacific region. Mr. Roche has been integral to numerous transactions that have shaped the current gaming landscape, including:
• Wynn Resorts (Nasdaq: WYNN) initial public offering: Mr. Roche was the lead partner on Wynn Resort’s initial public offering, which raised $450 million in 2002.
• Harrah’s Entertainment/Apollo Management Group & Texas Pacific Group: Mr. Roche headed the regulatory advisory services on the buyout of Harrah’s Entertainment, the world’s largest casino company at the time, for $17.1 billion.
• Dubai World/MGM Resorts: Mr. Roche headed the regulatory and due diligence advisory services to Dubai World in its approximately $5.1 billion investment in MGM. Mr. Roche also directed EY advisory services to boards and management teams for profit improvement and technology related initiatives. In addition, Mr. Roche provided advisory support to the American Gaming Association on several research projects, including those specifically related to sports betting, the revocation of The Professional and Amateur Sports Protection Act of 1992 (PASPA) and anti-money laundering best practices in the gaming industry. Equally, he has assisted government agencies in numerous international locations with enhancing their regulatory approach to governing the industry especially in the online gambling sector.
Prior to joining Ernst & Young, Mr. Roche served as Deloitte’s National Gaming Industry Leader and as the co-head of Andersen’s Gaming Industry Practice in Las Vegas. In 1989, Mr. Roche was appointed by then Governor of the State of Nevada, Robert Miller, to serve as one of three members of the Nevada State Gaming Control Board for a four-year term, where he was directly responsible for the Audit and New Games Lab Divisions. As a board member, he spent a substantial amount of time assisting global jurisdiction regulators enact gaming legislation in the design of their regulatory structure. During his career, Roche has been involved in numerous public and private offerings of equity and debt securities. His background includes providing casino regulatory consulting services to casino licensees and to federal and state agencies including the National Indian Gaming Commission and the Nevada State Gaming Control Board, and industry associations such as the Nevada Resort Association and the American Gaming Association.
We believe Mr. Roche’s highly regarded reputation as a gaming auditor and advisor in the gaming industry will be valuable for us and a potential business combination target. The biggest investigation of Las Vegas hasn't been able to uncover the reason why 9/11 hijackers traveled to Sin City

On September 11 of 2001, 19 men hijacked four planes and crashed them into the World Trade Center, the Pentagon and into an open field in Shanksville PA. These men were al-Qaeda terrorists doing the deeds in the name of a holy war against the West and not much about the attack remains a mystery unless you subscribe to the inside job theory, which isn't my case. What authorities haven't been able to explain is the hijackers' several trips to Las Vegas despite what has been dubbed to be the broadest investigation in city. All these trips happened within a few months before the attacks, but the men behind them left very little evidence their activities in the area.
TIMELINE
May 24 - Marwan Al-Shehhi, the pilot who crashed the United Airlines Flight 175 into the South Towers of the WTC, arrived to Las Vegas from San Francisco and rented a room at Travelodge as a walk in customer. Once there, he called eight other motels.
May 25 - Al-Shehhi walked in the St. Luis Manor, a hotel that wasn't on the call list. At 12:52 pm, he rented a different car, but didn't return the first car until 3:58pm. The unaccounted mileage in both vehicles summed up to 29 miles. FBI believes that these unusual patterns were a conscious attempt to avoid detection.
May 27 - Al-Shehhi made it to New York.
June 7 - Ziad Jarrah, pilot of the United Airlines 93 that crashed in Shanskville while on its way to the Capitol Building, arrived to Las Vegas and rented a car at 3:13 pm. He was accompanied by an unidentified man described as "middle eastern looking". When Jarrah asked for directions to Circus Circus Hotel and Casino, the a rent-a-car employee tried to give him an answer but was interrupted by the unidentified man who suggested another route. The man's knowledge of the address suggests that he was familiar with the area or that he had been in Las Vegas before.
June 10 - Jarrah took a flight to the Baltimore Washington International Airport leaving his rented car with a mileage exceeding 200 miles and no trace of his Las Vegas whereabouts .
June 28 - Mohamed Atta, pilot of American Airlines Flight 11 that crashed into the North Tower of WTC and leader or the hijackers, arrived to Las Vegas at 2:41 pm and rented a car at 4:25 pm. At 6:40 pm Atta established an account at Cyberzone internet café and used the computer for one hour and thirty five minutes.
June 29 - Atta checked into Econo Lodge Motel at 1:01 pm. He logged in at Cyberzone again at 2:21 and 6:21 pm. Once done, the FBI believes he went back to his hotel.
June 30 - Atta accessed his Cyberzone accounts at 1:56 pm, 6:30 pm and 9:33 pm. The mileage analysis indicated that he returned to his hotel afterwards. This day as well as the day before, Atta had placed several call to Al-Shehhi as well as to two different number in Houston, TX. One number was unassigned and the other one belonged to a mobile salesman.
July 1 - Atta returned his rented vehicle at the airport at 5:12 am and took a flight to New York that connected in Denver. The vehicle had 73 unaccounted miles of usage which the FBI believes would cover a round trip to the Hoover Dam.
July 31 - Waleed al-Shehri, hijacker of the Flight 11, took a flight from San Francisco to Las Vegas where he stayed for 45 minutes while waiting for another flight to Miami. It is unclear to me whether this was a tactical flight - the hijackers were believed to take flights to study their trajectory as well as entrance to the cockpit-, or just a connection.
August 13 - Hani Hanjour and Nawaf al-Hazmi, pilot and hijackers of the American Airlines Flight 77 that crashed into the Pentagon arrived to Las Vegas at 11:18 am. At 11:58 am, Atta arrived to Las Vegas to and rented a vehicle at 1:46 pm. The FBI assumed that the three men met, but no activity from Hanjour and al-Hazim was recorded from that trip. Atta accessed a room at the Econo Lodge at 2:55 pm and connected at the Cyberzone at 11:26 pm, getting back to his room at 12:46 am.
August 14 - Atta returned his rented car at 11:09 am leaving no unaccounted mileage and took a flight outside Las Vegas. Hanjour and al-Hazmi boarded a flight at 11:29 am.
THEORIES
A) Al-Qaeda was looking to target Las Vegas area
As noted in Atta's first trip, the unaccounted mileage added up to a round trip to the dam from his hotel. However, Atta's vehicle was not among the recorded license plates in the parking garage of the dam. If the hijackers had connections in Las Vegas area, which seems to be the case with Jarrah, Atta might have traveled to Boulder City or any other town close to the lake and gotten the dam with someone else in a different vehicle. It should also be noted that both Atta and al-Shehhi stayed in hotels close to the Stratosphere, a hotel and casino located in the highest building of the city. Being known as the Sin City, Las Vegas could have been a attractive target for jihadists looking to rebel against what they perceived to be the westernization of their home countries and culture.
B) Hijackers were exchanging information with other Al-Qaeda members
The FBI emphasized the short duration on hijacker's trip to Las Vegas saying that it was just long enough to exchange information. Authorities believe that Atta was not only looking at flight on the East coast but he also kept in communication with Ramzi bin al-Shibh, a potential 20th hijacker who had been denied entry to the United States and acted as an intermediary between Al-Qaeda and the other hijackers. Jarrah's mystery companion and the complete lack of evidence of his whereabouts point to possible terrorist acquaintances residing or staying in Las Vegas that are yet to be identified. The FBI summary mentions two persons of interest: Lotfi Raissi and Zakaria Hassan Ibrahim.
Raissi started attending the Sawyer School of Aviation in 1998 one month after Hanjour quit. Two days after Jarrah left Las Vegas, Raissi arrived to the city with his wife and stayed there until June 18. His stay didn't overlap with that of the hijackers and he claims he went to Las Vegas to celebrate his honeymoon. On September 21, Raissi was arrested near Colnbrook, UK, where he had been living at the time of the attacks. Prosecutor Arvinder Sambei claimed that the FBI had footage of him celebrating an event with Hanjour and that his flight logs from March 2000 to June 2001 were missing. It has also been claimed that Raissi was training five of the hijackers. No such proof was presented to the courts and the man in the footage turned out to be his cousin and not Hanjour, as it had been previously claimed.
Hassan Ibrahim had previously been convicted for trafficking in fraudulent passports and visas. He was the person to provide Mir Aimal Kansi, CIA headquarters shooter , and Mohammed A. Salameh, perpetrator of the 1993 WTC bombing, with fake documents. He was reported to have spent most of July in Las Vegas. Unfortunately, not much information about this individual is accessible so I could not verify if any connection between him and the hijackers was formally established.
C) Hijackers went to Las Vegas as a final pleasure stop before committing suicide
This theory was briefly mentioned by Evan Thomas, journalist, and quoted by criminologist Adam Lankford in his psychological autopsy of Mohamed Atta. According to the author, Atta and the other hijackers - Hanjour and al-Hazmi - might have visited Las Vegas because maybe " they wished to be fortified for their mission by visiting a shrine to American decadence".
While not much is known about Hanjour and al-Hazmi, Atta has been alluded to by the people who knew him as a sexually repressed man who experienced extreme discomfort around women and the mildest hint of sexuality. When years of repression build up an uncontrollable sexual urge, the individual might end up participating is risky sexual activities. Nevertheless, the circumstances of the trip make sex and gambling very unlikely motives. Their stays were short, happened across different months and there was no evidence of them visiting casinos or any similar venues. Strippers supposedly identified al-Shehhi as one of their patrons, but evidence was not conclusive. Furthermore, there is no reason to believe that a quick visit to the strip club was anything more than a fun opportunity while pursuing a bigger goal.
I personally believe that the hijackers visited Las Vegas to coordinate the attacks with other members from Al-Qaeda who flew under the radar (no pun intended).

Of note for Casino names (CZR, WYNN, LVS) announced it will reopen its Bally’s on Las Vegas Strip on July 23rd. However, Nevada has ordered bars in Clark County, where Las Vegas is, to close on Friday.
Of note for PC names (DELL, HPQ), Worldwide PC shipments rose +2.8% Y/Y in Q2 2020, totalling 64.8 million units, according to preliminary results by Gartner. IDC data reported Q2 20 shipments rose 11.2% Y/Y to 72.3mln units. “Early indicators suggest strong PC shipments for education, enterprise, and consumer, muted somewhat by frozen SMBs,” said Linn Huang, research vice president, Devices and Displays at IDC. “With inventory still back ordered, this goodwill will continue into July. However, as we head deeper into a global recession, the goodwill sentiment will increasingly sour”. Amazon.com Inc. (AMZN) plans to create at least USD 100mln in stock awards to retain the 900-plus employees of Zoox, the self-driving car startup it offered to buy last month, and can walk away from the deal if large numbers of them turn down job offers from the technology giant; AMZN is aggressively expanding into self-driving technology, announced in June it had agreed to acquire the Silicon Valley company, for USD 1.3bln in cash, which it hopes to close by September.

AbbVie Inc. (ABBV) - Allergan announced it received FDA approval for its supplemental Biologics License Application (sBLA) that supports the expanded use of BOTOX for the treatment of spasticity in patients aged two years or older.
Energy Transfer’s (ET) fight to stave off a shutdown of the Dakota Access oil pipeline now heads to a federal appeals court after a district judge rejected a request to freeze an order that operations of the pipeline be halted by August 5th.
Ford Motor (F) announced the 50% staffing restrictions imposed on plants producing car parts in Chihuahua, Mexico is not sustainable, as US plants are running at 100%. The US ambassador to Mexico stated Ford “may have to shut some US car plants as early as next week if they fail to receive Mexico-produced engines”.
Simon Property Group Inc (SPG) and Authentic Brands are considering a bid for retailer Brooks Brothers Group, as is WHP Global, reports WSJ citing sources. The move would be the latest in which property owners are looking to purchase large renters who use their property to keep its business strong. Previously SPG has considered buying bankrupt JC Penney.
Tyson Foods (TSN) is looking towards automated butchers amid the COVID-19 pandemic, according to WSJ.

Barrick Gold (GOLD) sent a dispute notice to Papua New Guinea over the government’s refusal to extend a mining lease in the Porgera valley.
Cannae Holdings (CNNE) and the Senator Investment group, who are trying to acquire CoreLogic (CLGX), have reportedly hired a proxy solicitor, DF King after CLGX rejected the unsolicited USD 7bln offer.
Express (EXPR) announced 95% of its stores are open and its strategic transformation remains on track, while traffic and sales have steadily improved with e-commerce being positive in June. “Comparable sales for open stores sequentially improved from down over 50% in early May to approximately negative 15% by the third week in June. Traffic also improved, from approximately negative 65% in early May to approximately negative 30% by the third week in June. As COVID-19 cases began to spike in several states in late June, the Company saw declines in both sales and traffic in Arizona, California, Florida, and Texas, which were significant enough to impact total results.”

Wrestling Observer Rewind ★ Jan. 28, 2002

  • NJPW was thrown into chaos this week when Keiji Muto, Satoshi Kojima, and IWGP Jr. Heavyweight champion Kendo Kashin all abruptly quit the company, along with 5 of NJPW's front office employees, and are headed to AJPW. Needless to say, this immediately killed the working relationship between the two companies and NJPW is already attempting to forge a new partnership with NOAH. There's also said to be a significant power struggle within NJPW right now behind the scenes that will likely be straightened out whenever Inoki returns to Japan (he's in Los Angeles right now). Tatsumi Fujinami is NJPW president but in the wake of losing these big stars, and the disappointing TV ratings for the Jan. 4th show, it's rumored his days may be numbered. There's rumors that Inoki may take over the role for the first time since he was forced out of the position back in 1983 (long story, bunch of financial scandals, Google is your friend here). Muto is currently half of the IWGP tag team champions and they were scheduled to defend the titles next month and he volunteered to still work the show, but NJPW wasn't having that so that won't be happening now and the titles will instead be vacated, along with the Jr. title Kashin held. And of course, the IWGP title is also currently vacant due to Fujita's injury, so all of NJPW's top titles are vacant right now (the only other active title is the Jr. tag belts, held by Gedo and Jado).
  • Lots of rumors floating around about how this happened, but the gist appears to be that Hiroshi Hase was the architect (no Seth) behind this whole thing. Reportedly, Muto (and maybe some of the other people who left) may be purchasing a stake of AJPW from Motoko Baba so he'll have some ownership say. The long-term idea is that Mrs. Baba will step down in a few years and Muto, who by then should be ready to retire (lol) will take over the role as AJPW president. Of course, that was the original plan for Misawa after Giant Baba died, but he and Motoko Baba couldn't get along and Misawa eventually left and formed NOAH instead. It's also worth noting that Kashin in particular wasn't thrilled about doing shoot fights while working in NJPW, but felt pressured to by Inoki and he reportedly wanted out of the company even if the AJPW thing hadn't been an option. As for Kojima, he and Tenzan have been the best tag team pro wrestling has seen in years and from an in-ring perspective, may have been the best pure worker in NJPW so his loss is going to hurt a lot too. The office workers who left are mostly accounting and merchandising people who will be doing the same jobs for AJPW.
  • One bummer of a note here is that, before this, Muto had talked of putting together a dream match against Misawa. But as long as Motoko Baba is breathing air, an AJPW star isn't going to work with Misawa, so that's probably a dead issue (yeah, sadly we never did get that match).
  • One final note: Muto also tried to recruit NJPW rising star Hiroshi Tanahashi, who most believe has the most potential of anyone in the entire company, to jump ship with him but Tanahashi decided to stay (oh man, can you imagine how different things would be if he had gone).
  • On Raw this week, Vince McMahon teased the impending arrival of Hall, Nash, and Hogan, saying he's going to do something soon that even he will regret. Vince has reportedly caved on most of Nash's demands, including the reduced schedule. Hall will be making less money than Nash and will be given an even lighter schedule, because he's a single parent with custody of his children (and Dave questions how fucked up Dana Hall must be if SCOTT is the one who has custody). And of course, you gotta figure Hogan ain't working a full schedule, since he hasn't done that in a decade and probably ain't gonna start now. Of course, this puts WWF in the same position WCW was in a few years ago: having all the top stars working TV and not appearing on house shows, which is something WWF used to openly mock WCW for. Now they'll be doing the same thing, with the same guys. It's something that killed WCW's house show business long before the TV ratings started going down. There's also the issue of how they'll get along backstage, since many of the agents (Dave says Gerald Brisco in particular) were very vocally against bringing these guys back. And then there's John Laurinaitis, who has a lot of power backstage now and he and Nash used to butt heads constantly in WCW. So things are gonna be interesting.
  • In a bit of a surprise, Vince has also agreed to let them use the NWO name and gimmick, and that reveal was made later in the week on Smackdown when Vince talked about killing the WWF with the help of the NWO. As of now, there's no plans for Triple H to join the group. X-Pac will probably find his way into it, given his relationship and history with the group. Nash is reportedly pushing for Shawn Michaels to be involved, but Dave has heard that's unlikely because there's still some fences that need to be mended there between Shawn and some in the company. But then again, Nash has gotten his way on everything else he's asked Vince for so far, so who knows? Anyway, Hall and Nash have officially signed, but Hogan still hasn't finalized his deal as of press time, but the office has been told it's inevitable and to start making plans as if he's signed. It's expected all 3 men will probably debut at the No Way Out PPV next month.

  • The Royal Rumble is in the books and was a huge success. Critically, it was an excellent show, nothing MOTY-worthy or anything, but nothing bad at all and was a legit sellout. Coming out of the show, it appears Chris Jericho will be defending the WWF title against Triple H at Wrestlemania, though that can still change. Triple H winning the Rumble was expected but made the most sense. The Rumble match lasted just over 69 minutes (nice), surpassing the 1993 Rumble and, as far as Dave is aware, making it the longest mach in WWF history (a famous Pedro Morales vs. Bruno Sammartino match in 1972 was reported in all the newspapers as lasting 75 minutes, but it was actually only 65 so don't come at Dave with no "well actually..." bullshit)
  • The return of Mr. Perfect and him being put over like a major star (he lasted until the final 4) proves that WWF has no intention of letting any other competitor get off the ground and will nip that in the bud before it ever happens. Hennig has been available for more that a year (WCW released him before they folded) and WWF never seemed interested, but as soon as XWF came along and made him their featured star (with plans to make him the face of the company), suddenly WWF swooped him up. Hennig's appearance was meant to be a one-off but it was known they were likely going to offer him a deal if he was impressive, and they have. It may not be a huge get for WWF, but it's a massive loss for XWF and pretty much renders their entire first set of TV tapings meaningless now, and Dave says that was precisely the point. Vince left the door open for competition once before and it nearly killed him. He won't make that mistake again (not until 2019 anyway). Dave says to let this be a lesson to any new promotion trying to start up: make sure you have people signed.
  • Other notes from Royal Rumble: Goldust, who was also a one-off for the match, is expected to sign a full-time deal as well. FlaiVince street fight was way better than it had any right to be considering it was between two guys over 50, one of whom isn't even a trained wrestler and the other hasn't wrestled in nearly a year since the final Nitro. Jericho retained the title over Rock in an excellent match and Dave notes that no one in the history of wrestling with the kind of main event star power Rock possesses has ever done as many jobs as him. Maven dropkicking Undertaker out of the Rumble match was the biggest pop of the entire show. But then Undertaker spent the next several minutes beating poor Maven nearly to death, lest anyone think Undertaker was actually trying to get this kid over or anything. Overall, Dave thinks it was the best Rumble match in several years.

  • The tradition of Memphis wrestling on WMC-TV has been revived! Sorta. The show, dating back to the 70s, has been off the air since last spring when the TV station refused to allow them to tape shows in their studio anymore. For the next few months, they aired a bunch of "Best of" shows but those eventually stopped in December and they've been airing infomercials in that time slot ever since. But this week, a show featuring Jerry Lawler and Brian Christopher in the main event, taped at a nearby casino in Tunica, MS aired on the channel in the usual Saturday morning time slot. Dave says the production quality was garbage and there was no local publicity for it, so it probably did a terrible rating, but it's something (pretty much just one last dying gasp, this doesn't lead to anything).
  • Carlos Colon said he's going to cut back on being an active wrestler because he wants to spend more time with his kids. Dave points out that most of his kids are wrestlers in his company, so maybe he's actually trying to get away from them.
  • NJPW star Minoru Tanaka announced his engagement to former women's wrestler Yumi Fukawa, who retired last year (did some research and they're still married to this day. Tanaka still wrestles in NOAH and Fukawa is an actress in Japan).
  • Atsushi Onita, who has been issuing grandstand challenges to Antonio Inoki for months with no response, has now challenged Naoya Ogawa for a match and wants it to be a benefit show in Afghanistan for the kids there. Dave says don't hold your breath for that one either. Onita says if he beats Ogawa, he wants the match with Inoki. Again, none of this is happening, just Onita trying to work his own angle. Neither Inoki nor Ogawa want anything to do with him.
  • Goldberg participated in a charity golf tournament this week and while there, he made some comments about going to the WWF. "I personally believe that everything I've stood for when I got into the ring would be compromised and succumbed to the circus-like atmosphere that's out there, and that's putting it mildly. I would be an imbecile if I gave up half my money to work for a company I didn't respect." Dave wonders if his tune will change when that WCW contract money dries up (yup). Also, at the same tournament, they did a funny little angle with Goldberg throwing his caddie into a lake.

  • Superstar Billy Graham has reportedly lost nearly 60 pounds in just 3 weeks, most of it water weight due to edema he's suffering from and all the other liver issues he's currently dealing with.
  • Bruno Sammartino did an interview talking about the role he has in a new low-budget movie called Saloonatics where he plays a mob guy with cancer. Sammartino talked about how uncomfortable he was with all the profanity his character had to say but he eventually got more comfortable with it and was able to put aside his personal feelings and eventually was okay with it. (No idea where the full movie is, but here's a trailer and yeah this shit is LOOOOOOOW budget).

  • Former WCW announcer Mark Madden is in some controversy in Pittsburgh, where he hosts a daily sports talk show on the local ESPN radio station there. A few weeks back, the sports media in the city was swirling with rumors about NFL star Kordell Stewart's sexuality. Madden went on his radio show and criticized people who were spreading those rumors. A writer who works at the radio station then went on the air and accused Madden of being one of the main people who fueled those rumors and claimed Madden had said things in the past on his show implying that Stewart is gay. Madden denied ever saying that, demanded the guy find the tapes to prove he ever said it, and basically felt like the guy ambushed him live on the air with the accusations. The radio station apparently agreed because the writer was fired when he refused to apologize (for what it's worth, several people have made accusations about Stewart being gay over the years and he's always denied them, and even successfully sued someone a few years ago for claiming he had a relationship with him. Who knows and who cares? Not anybody's business anyway).
  • Jake Roberts was on a radio talk show in England recently and said some interesting stuff. Said he plans to stay in the UK for the next 2 years. Said he could walk back into the WWF and have a writing job tomorrow if he wanted it. Dave scoffs at that and says I guess he prefers wrestling in front of empty indie show crowds in England instead of earning a steady paycheck. Jake also talked about the scene in Beyond The Mat where the movie alleges that Roberts asked an indie promoter for crack cocaine as his payoff for working the show. Roberts denied it happened and said he doesn't trust a promoter with anything, so he wouldn't trust one to get him crack. Well okay then. Claimed he left the WWF last time because he wasn't comfortable with the angle he was doing with Jerry Lawler, feeling like they were exploiting his sobriety. Dave pretty much rolls his eyes at all this, because Jake was actually fired for going on a bender and no-showing a bunch of events (I'm glad we all love Jake now, but he was still 1000% full of shit and off the deep end during this period).
  • Iron Shiek missed an appearance on the Opie & Anthony radio show this week because he was detained for several hours at the airport. Turns out he wore his curly toed wrestling boots on the plane and because this is 4 months after 9/11 and only 1 month after the attempted shoe-bomber, and let's be honest, simply because Iron Shiek is Middle Eastern, people freaked out. And when they wanted to examine his boots, he initially refused to let them and, well, you can imagine how well that went over with airport security.
  • If WWA's PPV in Las Vegas happens next month, Bret Hart has agreed to reprise his role as the on-screen commissioner. As best Dave can tell, no one else has really been signed on for the show and the MGM Grand doesn't know anything about this alleged plan to hold the event in their arena and in fact, WWA hasn't even applied with the Nevada commission to get a license to run a show anywhere in the state and it's almost certainly too late to get one by the scheduled date. So Dave is skeptical that this even happens, and if it does, he can't see it being in Las Vegas. (Surprisingly, it does happen and it is in Vegas, but we'll get there.)
  • Speaking of the Nevada athletic commission, XWF brought a bunch of wrestlers and a wrestling ring to the National Association of Television Program Executives conference in Vegas, with hopes of putting on a live show and impressing all the TV execs and trying to secure a TV deal. But the XWF didn't get permission from the Nevada commission, so they weren't allowed to use the ring and do a show. Whoops.
  • Speaking of XWF, morale is in the dumps in that company right now. Losing both Hulk Hogan and Curt Hennig (neither of whom were signed but had been working with them) as well as Sting reportedly not being interested has killed a lot of the excitement about the promotion for people within it.
  • Notes from Raw: Flair cut an emotional promo about his history in wrestling and how he was on the road so much and put wrestling ahead of his family and not seeing his kids and all that stuff. During the promo, Lawler made a sarcastic joke about Flair needing to have his priorities in order, which Dave thinks is pretty rich coming from Lawler, who lived the exact same life and wasn't much of a father to his kids either (which Lawler has admitted, to be fair). They're continuing to tease a Triple H/Stephanie split, with him being annoyed at her nagging. Speaking of Triple H, Dave thinks he needs to lose at least 15 pounds because he's totally slow and lumbering since he came back.
  • Notes from Smackdown: AJ Styles worked a dark match, losing to Rico Constantino, but apparently he looked awesome in the match (yeah he hits an awesome shooting star to the floor late in the match). And the show ended with McMahon doing the big NWO reveal on the back of his chair during his promo.

  • Regarding Triple H's match on Smackdown last week, where they gave away his return match on free TV 3 days before the Rumble. Remember how Dave was flabbergasted that they would be so short-sighted? Turns out Triple H felt the same way and fought hard against it, but Vince wouldn't budge.
  • Chris Benoit is telling people he expects to be back in the ring around June (yup).
  • Jim Ross answered some questions at a press thing last week and had lots of interesting stuff to say. He said the criticism WWF was receiving for bringing in Hall, Nash, and Hogan hurts, but they have to do what's best for the company and Vince feels this is it. Doesn't sound like JR loves the idea too much either. They've had no talks with Scott Steiner. When told of Goldberg's recent comments (mentioned above), he said he wanted to believe Goldberg hadn't really said that and thought it was a shame. Said there's heat on Jeff Jarrett for how he left the WWF last time so he probably won't be welcomed back anytime soon. JR also hinted that the brand split will come after Wrestlemania and implied that they will be reviving the cruiserweight division. Dave says he's convinced that Vince will never get behind pushing cruiserweights as major stars so he's not holding out hope for that. Said they may bring in Rey Mysterio if they decided to launch a cruiserweight division. Said they'd love to have Eddie Guerrero back but he has to get his personal issues straightened out first. Same with Shawn Michaels, plus they don't know if he could physically do it.
  • ESPN's Bill Simmons wrote an article reviewing Royal Rumble 2002 and Dave thinks it was great. In one piece, Simmons managed to pretty much sum up all of WWF's recent problems while still acknowledging that the show was entertaining. And the link Dave posted for it in 2002 still works!

  • Unless things change, Chris Jericho is gonna be in an awkward situation next week. Jericho is scheduled to play in a celebrity hockey game as part of NHL All Star Weekend. Who will his celebrity coach be, you ask? Goldberg. As of press time, most people in WWF don't seem to be aware of it and Dave wouldn't be surprised if Jericho gets pulled from it.
  • Booker T was on the Howard Stern show (after his comments last week saying he wasn't a fan of Stern, go figure) and talked about his time in prison and his plans to write a book. He also said he hopes to retire in 2 years which Dave ain't buying (yeah, still about 10 years away from that). He also said someone is suing him over the term "Spinaroonie" because apparently someone else thinks they own the rights to that name. Booker also mentioned that he's dating former Nitro Girl Sharmell Sullivan. Dave notes that they've been dating since WCW and Booker is the one who helped her get hired by WWF, where she's currently in developmental.
  • DDP has also said he plans to retire in 2 years, to become a motivational speaker. This one actually almost happened. He left WWF just 3 months after this and didn't wrestle at all for several years. Then he had a brief run in TNA but he's been mostly retired other than some one-offs ever since.
  • Randy Orton is moving up to the main roster. In his final OVW match, Orton lost clean to Prototype and Dave says it's clear they're grooming Prototype to be the next OVW champion.

A look at DELIVERY

Hello Canna Community!
It was brought to my attention that a large majority of people have questions about the "behind the scenes" of how the cannabis industry operates. While I do not know ALL, I have been working in our legal cannabis market for the last three years and have served in various positions from retail to production to marketing. I have been fascinated at the inner-workings of how cannabis products come forth, are marketed, and put on shelves. I am starting this page as a way to further open this conversation and speak rationally and respectfully about what we do and do not like about our current medical and recreational markets of cannabis here in Nevada.
The first topic I'd like to explore, as it seems befitting to the times, is DELIVERY. As many of you know, when the statewide shutdown hit in Mid-March for Covid, Cannabis was deemed essential but was restricted to only serving customers through delivery services (curbside services opened May 1). This was a fastball for a lot of dispensaries as these systems were not previously in place. In order to service their customers, dispensaries had to move very quickly to roll out delivery services or be forced to keep their doors shut. So what does it look like to create a delivery service at a dispensary? Here are just a few regulations:
-First, dispensary must have system in place to intake online orders. Here in NV these companies are most commonly used: Blackbird, I Heart Jane, Dutchie, Puffy, Hytiva
-Then dispensaries have to decide who will physically be taking orders out. Blackbird provides delivery drivers with their service but others do not, in which case the dispensary has to staff these drivers.
So why couldn't all previous budtenders just switch over to be drivers? In the state of NV every marijuana employee is required to have an agent card verified through the state. These cards are issued depending on the role you are providing in the industry. A dispensary retail employee receives a different agent card than a grower, who receives a different agent card than production and packaging who receives a different agent card than distribution. This means that if you are serving various roles within the industry (Which, lets be honest, we often do) you will need to obtain an agent card for each of these roles. So even if budtenders had their agent card to serve customers in store, this did not automatically make them eligible to begin delivering.
Dispensaries then had to create teams overnight of who was licensed to distribute their product in this way. BUT once the driver team is in place AND the online system is in place this does not mean all systems are a go. There are actually restrictions to which vehicles and what kind can carry these cannabis products to their destination.
-All delivery vehicles must obtain Board approval and pass an inspection. Cannabis products must be stored in a locked box/compartment of the vehicle and are not allowed to be seen from the outside. Vehicle must be BLANK and not contain any marketing/wording pertaining to cannabis. Due to Covid and the influx of dispensaries trying to obtain these approvals, the Board had to begin doing virtual inspections of vehicles.
Thankfully those dispensaries who did not already have delivery in place, were able to roll out a program, some in as little as 48 hours - pretty amazing considering all the hoops to jump through.
Once all the above is approved and ready to go - there are even more regulations on how this product can be delivered and to where. For example, dispensaries can ONLY deliver to private residences, this means hotels/casinos are off the table, sorry tourists. They also can only carry up to 5 ozs of product in the vehicle at a time, which then makes it difficult to intake a mass amount of orders and get them out at the same time.
So what's on the other side of this? Customers going through the experience of just trying to obtain their cannabis. And that's what I want to open the discussion with - Have you received a cannabis delivery? How was your experience? Which dispensary did you go through?

Definitions
 A. Card Games is defined by any game that uses playing cards as its primary device. Dealers shall be defined as those employees of casino that facilitate any game on a casino floor. B. Slot Machines shall be defined as any game that operates by putting either legal currency or casino currency inside the device that requires the users to press a button or pull a lever to operate the game. C. Sports Book shall be defined as a location inside a casino where one can place bets on approve athletic games. D. Horse Racing Books shall be defined as a location inside a casino where one can place bets on sanction horse races. E. E-Gaming shall be defined as any game that is played on a video game console approved by both the Sierra Gaming Commission and the Casino F. Bingo and Keno are both defined as number games on a card. Each style of game may vary depending on the casino.
2.Sierra Gaming Commission
 A . The Sierra Gaming Commission shall approve and maintain all establishments in the state that have legalized gambling
The Gaming Commission shall maintain a public record for all establishments that allow gambling
 B. The Sierra Gaming Commission shall be responsible for licensing
I. All ‘Card’ Games must be approved by the Sierra Gaming Commission to be played in the state II .All ‘Dealers’ of the ‘Card’ Games must be licensed by the Sierra Gaming Commission III. I propose that Section 4 Taxation, I. to read: "I. Establishments that have 7 or more 'slot machines' present at their location shall pay an annual tax of $200 on each unit in addition to a $15 licensing fee each quarter.
AMENDMENT 2
Secondly, I believe that there needs to be some legislative oversight over the 'Sierra Gaming Commission' to ensure that they are doing everything within their means to prevent "addiction prevention."
I propose an amendment to: Section 5 Addiction Prevention to read as follows:
Section 5 Addiction Prevention

The author of this bill absolutely butchered the formatting to the point where I could only do so much to fix it without redoing the entire bill. In the future, bills like this will be more carefully scrutinized and rejected.

Whereas, legalized gambling was a primary source of income for the former state of Nevada, who is now part of Sierra
Whereas, gambling income can be used to provide additional benefits for the taxpayers of Sierra
Whereas, legalized gambling can allow for growth of business
Be it Enacted by the General Assembly of the Western State:
Definitions
 A. Card Games is defined by any game that uses playing cards as its primary device. Dealers shall be defined as those employees of casino that facilitate any game on a casino floor. B. Slot Machines shall be defined as any game that operates by putting either legal currency or casino currency inside the device that requires the users to press a button or pull a lever to operate the game. C. Sports Book shall be defined as a location inside a casino where one can place bets on approve athletic games. D. Horse Racing Books shall be defined as a location inside a casino where one can place bets on sanction horse races. E. E-Gaming shall be defined as any game that is played on a video game console approved by both the Sierra Gaming Commission and the Casino F. Bingo and Keno are both defined as number games on a card. Each style of game may vary depending on the casino.
2.Sierra Gaming Commission
 A . The Sierra Gaming Commission shall approve and maintain all establishments in the state that have legalized gambling
The Gaming Commission shall maintain a public record for all establishments that allow gambling
 B. The Sierra Gaming Commission shall be responsible for licensing
I. All ‘Card’ Games must be approved by the Sierra Gaming Commission to be played in the state II .All ‘Dealers’ of the ‘Card’ Games must be licensed by the Sierra Gaming Commission III. All ‘slot machines’ that are used at an establishment IV. All ‘Sports Books’ that are used at an establishment V. All ‘Horse Racing Books’ that are used at an establishment VI. All ‘E-gaming’ that are used at an establishment VII. All ‘Bingo’ or ‘Keno’ games that are used at an establishment VIII. Any other form of gambling that is not mentioned above, is subject to licensing approval by the Sierra Gaming Commission
 C. The Sierra Gaming Commission shall be tasked with reporting to the Sierra Department of the Treasury to ensure all Tax protocols are being followed
Section 3 Gaming
A. Gambling will be allowed at any establishment approved by the Sierra Gaming Commission
B.The age to legal gamble shall be 21 years of age
C. Sports Books shall be allowed to take bets for the following sports
I. NFL II. College Football III. Canadian Football IV. Australian Rules Football V. Rugby VI. NBA VII. College Basketball VIII.Baseball (All competitions) IX. Soccer (All competitions) X. Boxing XI. Mixed Martial Arts XII. Auto Racing XIII. Cycling XIV. Tennis XV. Golf XVI. Esports XVII. Horse Racing
D. Any sports not mentioned in Section 2(c) can be added by the Sierra Gaming Commission
